Construction Water: Board approved a $100 fee to use water during the construction of a new house where a water meter is not currently installed.
2021 – 9-15 September Meeting
Meeting Attendees: Shawn Maynard, Bradon Martin, Spencer Bradley, Bill Kerner, Kayla Decker, and Kendall Madsen. Missing Justin Wood.
Roads: We committed to Sky Rands to provide snow removal service this coming winter. Rates went up $3/per hour and .11 cents per bag of salt. Center road stripe up to Burnham Drive has been completed.
Water: Contract for Pleasant View City to takeover the water system has been signed. Reaching out to some divers to take a look at the tanks. Also need to check pumps and valves. After this work is complete a total cost for repairs will be determined and that cost will be assessed on the monthly water bills spread over 20 years.
Gate: We are proceeding with eliminating all the codes. We will send out and activate the new codes first and then after 30 days all the existing codes will be wiped. When this happens a text and email will be sent to all owners. Discussed the possibility of modifying approach into the gate heading south. Still looking for ideas on how we might update the gates.
Communication: We will be using texts sent out to owner’s phones to communicate critical information going forward.
2021 – 6-7 Annual Meeting
Annual meeting was held at Wadman Park on June 7th
John Sears presented the Budget Review and Financial statements. We are currently in good shape with our budget and cash reserves. We are continuing to save for the eventual replacement of Pole Patch Drive below Burnham. The current plan based on expert opinion is to run the road to failure and then replace.
We had a presentation by the fire department discussing things we could do to prepare for a fire. The offered to do individual assessments of each of our properties to identify any fire concerns. Residents should contact the fire department directly if they are interested. The department also has a chipper available if residents want to get together and make a pile, they will bring it up.
The sewer system has now been taken over completely by the city. From now on, all repairs will be handled by them. The next phase is for them to take over the water system. We will have to pay $24,000 to have the water system “checked out” prior to this. We will also have to install new water meters, and also backflow devices for outdoor water uses.
Bradon Martin, Kendal Madsen and Spencer Bradley were appointed to replace Dave Park, Wes Whitehead and Kirk Chugg on the board. Thanks to the outgoing members.
We discussed concerns about the gate. There have been some thefts (including street signs) and a lot of other issues. It was mentioned that everyone in Pleasant View has a code for the gate. We discussed several options on what we could do. The leading idea seems to only have one code for the gate that is changed on a regular basis. This new code would be sent out to owners via text or email each time it is changed. We also discussed updating the look of the gate. Most people were in favor of an update. The cameras also need to be upgraded.
The meeting was adjourned and we held a social catered by Lost Texan BBQ.
2021 – 8-9 August Meeting
Meeting Attendees: Shawn Maynard, Bradon Martin, Spencer Bradley, Bill Kerner, and Justin Wood. Missing Kayla Decker and Kendall Madsen.
Reviewed the Maynard house plans submitted for approval. Plans meet all requirements in the CCR’s and was approved by the board on August 9, 2021.
Discussed road striping. Justin reported that the striping would be completed in the middle of the night and would be done as soon as possible. The striping starts at the gate and ends at Burnham Drive.
Weed mowing was recently completed and the board doesn’t feel like it needs to happen again with how dry its been.
Discussed crack seal and that the crack seal won’t fix the road below Burnham. It has been determined its a waste of money on that section of the road. Eventually the road will need to be replaced. The plan is not do any crack seal next year. The recommendation is to complete it in April and not wait until it gets too hot. Also discussed looking at the new section of road at the end of Jessie Creek and see if it needs to have a slurry coat.
Justin will contact Sky our snow removal provider about making sure he is on board for this next year.
Discussed hiring someone to touch up the edges of the roads to protect the asphalt. Justin is going to assess it and report back.
Discussed the water system turnover to Pleasant View City. We have the latest version of the contract from them. They are requesting a down payment of $24,000 to perform an assessment on our system. Once that is done the cost of any required upgrades will amortized and applied to each lot’s monthly water bill. Shawn is having the city amend the contract to exclude the three new lots at the end of Jessie Creek that are already on the Pleasant View City water system.
Discussed the possibility of changing / rebuilding the gate. The gates need to be rebuilt soon anyways. The board would like to come up with two to three options. The goal is to have something to present at the next owner’s meeting in February.
Discussed the purging of all the current gate access codes. The goal is to purge all the codes and issue a new code to everyone at the next meeting on September 8th.
2021 – 3-9 March Meeting
Meeting was held in person at the Cannery Building – Members in attendance were Shawn Maynard, Bill Kerner, Kirk Chugg, Justin Wood. Also in attendance was John Sears
Discussed problems with the gate. It has been open for quite some time. The exit sensor in the asphalt failed and was replaced with a motion sensor. Since there was snow on the ground the new cable to the motion sensor was not buried, and was hit by the snowplow. It has since been repaired and the gate is now closed and working. We again discussed updating the look of the gate. We will bring it up in the yearly meeting which was postponed until June-ish.
John Sears reported on the financial position of the HOA. We are currently in good shape.
Talked about when collection of dues should start, specifically in consideration of Shawn’s new lot in the newest addition to our community. It was determined that the dues will be collectable when construction starts on the new lot.
The three new lots at the top end of Jessie Creek are not on the Pole Patch water system.
The sewer system has been completely taken over now by Pleasant View City. We are proceeding forward in doing the same thing with the Pole Patch Water System. Each resident will be required to install a new water meter when this happens.
We need to get the roads crack sealed as soon as possible. John will send an email out to all residents to see if they would like the same company to receive a quote from the same company to do their personal driveways.
We discussed how snow removal went this past winter. Everyone is satisfied with our current provider. Perhaps next year reflectors could be placed at the end of our roads so when there is snow on the ground the plow drivers know where the asphalt stops.
The road sign on Jessie Creek has been stolen. There are a lot of people outside of Pole Patch who know a code to get through the gate. We discussed wiping all the existing codes from the system, and “starting over”. This would be a rather large project.
2021 – 2-2 email meeting
Considered and approved a request by David Park to construct a music room addition to his home. Also approved a 6′ variance to the side-yard setback requirement for the construction of the building.
Unanimously approved by all board members with Dave Park recusing himself from the voting.
2020-12-29 – email meeting
Reviewed and gave approval for construction of a home on Lot 19 for Shauna and Gary Davis.
2020-07-31 – email meeting
This month we reviewed via email two house plans submitted for construction in Pole Patch. The first was for the Valentine Family, wanting to build on Lot# 28. The first plan submitted would have required a variance, as the setback requirements were not met. After informing the Valentines that this would have to be discussed in an in-person meeting of the board, they revised the site plan and moved the house so all setback requirements were met. The Board approved the building and site plans on July 17th
The second proposal was from the Hammer family wanting to build on Lot# 16. The plans submitted met all the requirements in the CCR’s. Their home and lot plans were approved by the Board on July 31st.
2020-06-09 June
2020 – 04-11 April Meeting
Due to Corona Virus- social distancing guidelines- the April meeting of the pole patch board was conducted via email.
1-update on new annex into pole patch (pole patch #3) 3 new lots extending Jesse Creek… the utilities have been installed- – the sewer was not where it was supposed to be according to the original pole patch drawings… resulting in several hundred feet of trenching – tearing up the road in front of Scott’s home… after the utilities were complete and the damage to the road was assessed the developer opted to remove and replace the entire section of road. Asphalt should be installed by the end of April with construction of two new homes *that were approved at the last meeting for Bradon Martin & Spencer Bradley to commence as soon as the county gives approval *likely in June.
2- Sewer system has been inspected by North Ogden and the final inspection results are still pending, but preliminary updates from the city indicate no major issues with the piping. However when the roads were installed back in when the subdivision was constructed, several – or up to a dozen manholes were not raised to meet the asphalt level and are buried up to a foot below the roadway… next month the city will contract with someone to locate- and raise these manholes. *funds are in escrow and will likely cover that expense.
3- Steve Wheeler has made a complaint via text regarding the new owners of the lot at the end of waterfall camping on their lot. “Shawn, will you please contact the new owner at the end of Waterfall about temporary structures? It is above Rich.looks like some kind of tent/campground.” – Please read the ccr’s and see if you think there is a stipulation that prevents this use, and respond to this email with your thoughts. btw- I looked this morning and I was able to see what looks like a spring bar tent through the trees… – I suspect his house is the only one that it might be visible from?
*my feeling is that the ccr’s do not address this issue… and I am reminded ironically that the we the board proposed an amendment to the ccr’s that would have given the board the authority to arbitrate what is and is not attractive as viewed from your neighbors lot- that amendment was voted down at the annual meeting.
